Foreign nationals’ documents · Spain

NIE, TIE or EU registration: which document do you need in Spain?

Español · Русский

The NIE is an identification number; the TIE is a card certifying a foreign national’s legal status, and the EU registration certificate records the registration of EU, EEA or Swiss nationals in Spain’s Central Register of Foreign Nationals. Having an NIE does not, by itself, authorise you to live or work in Spain. The relevant procedure depends on your nationality, your current status and what you need to do.

Grupo Avanza Consultores, based in Paterna (Valencia), reviews your documents and confirms which work we can take on. The review can start remotely. We check personal attendance and the permitted form of representation before accepting an assignment. We reply in writing in English.

Three different documents

NIE: identification number

A personal, unique number identifying a foreign national. It can appear on different documents. Being assigned an NIE is not the same as being granted permission to live or work in Spain.

Royal Decree 1155/2024, article 205; Organic Law 4/2000, article 36.1.

TIE: foreign national identity card

The card certifies a foreign national’s legal status under the applicable rules. It does not replace a passport as proof of identity. Applying for or renewing the card must be distinguished from obtaining or renewing an authorisation.

Royal Decree 1155/2024, article 209.

EU registration certificate (CUE)

This certificate records the registration of EU, EEA or Swiss nationals in the Central Register of Foreign Nationals where the registration rules apply. It includes the NIE. Also bring a valid passport or national identity document to prove your identity.

Royal Decree 240/2007, articles 7 and 12; National Police guidance.

Where to start in your situation

  • If you need identification for an economic, professional or social transaction, we first check whether you already have an NIE and whether you need a number assigned or a different document. A different procedure does not mean applying for another number.
  • If you are an EU, EEA or Swiss national planning to live in Spain, we check whether EU registration is required and which conditions apply. A family member who does not hold one of those nationalities needs a separate assessment.
  • If you already have an authorisation, visa, decision or card, that document is our starting point for distinguishing the residence procedure from the card procedure. We do not apply one generic list of requirements to every case.

What can start remotely, and when must you attend?

We can start by reviewing your situation and documents remotely. For an application to be assigned an NIE submitted in Spain, official guidance allows a representative with express authority for that application. For applications from abroad, we check the rules of the relevant consular office. TIE and EU registration certificate applications must be made in person. Before taking on the work, we check the procedure, the permitted form of representation and which steps you must complete yourself. We do not guarantee appointments, approvals or decision dates.

What we review before accepting the work

Your starting point

Your nationality, the country you are in, the purpose of the procedure and any documents or decisions you already hold.

The specific procedure

The document or authorisation you need, the applicable requirements and the dates relevant to your case.

The scope of our work

What we will prepare, what we can submit under the applicable procedure, what you must do personally and the fee for the agreed work.

What to include in your first message

Tell us your nationality, whether you are in Spain or abroad, what you need to resolve and whether you already have an NIE, card or decision. If you have received an official notice, include its date. We can then explain what needs reviewing and which documents we will need to examine.

Tax residence is assessed separately

An NIE, TIE or EU registration certificate does not, by itself, determine tax residence. Tax residence follows article 9.1 of Spain’s Personal Income Tax Act and, where applicable, the relevant double taxation treaty.

Questions about the NIE, TIE and EU registration

Does having an NIE mean I have permission to live or work in Spain?

No. The NIE is an identification number. Being assigned one does not, by itself, grant permission to live or work in Spain. The rules applicable to your situation must be checked.

Are a TIE and an EU registration certificate the same document?

No. The TIE certifies a foreign national’s legal status under the applicable rules. The EU registration certificate records the registration of EU, EEA or Swiss nationals in the Central Register of Foreign Nationals and includes their NIE.

Can everything be done without attending in person?

No. The initial review can take place remotely. For an application to be assigned an NIE submitted in Spain, official guidance permits a representative with express authority. For applications from abroad, we check the consular office’s rules. TIE and EU registration certificate applications must be made in person. We check the procedure before accepting the work.

What information do you need to start?

Your nationality, whether you are in Spain or abroad, the procedure you need and whether you already have an NIE, card or decision. If you received an official notice, include its date. We then identify the documents we need to review.

Does a TIE or EU registration certificate make me tax resident?

Not by itself. Tax residence is determined under article 9.1 of Spain’s Personal Income Tax Act and the applicable double taxation treaty. It is assessed separately from immigration documents.
